Pump Test Lab Approval Program (PTLAP)

    • The Pump Test Lab Approval Program is designed to provide pump manufacturers, and others with pump test labs the opportunity to demonstrate compliance with industry recognized pump test standards. Labs which successfully undergo an audit through a third-party audit firm assure the public that pumps tested in the lab are done so in accordance with HI 40.6 Methods for Rotodynamic Pumps Efficiency Testing standard which the Department of Energy (DOE) recently incorporated by reference in the Energy Conservation Standard, EERE-2011-BT-STD-0031, and the Test Procedure, EERE-2013-BT-TP-0055, for Commercial & Industrial Pumps (CIP). See HI’s DOE rulemaking for current information regarding the regulation of pump efficiency.

Generally, HI 40.6 covers testing of rotodynamic pumps, up to 150 kW (200 hp) and establishes minimum testing protocols for verification of pump efficiency. The standard includes protocols for procedure, equipment, normative arrangements, conditions, measurement tools, calibration, assessment and reporting requirements.

Upon the successful completion of an audit, a pump test laboratory will be listed as an HI Approved Pump Test Laboratory, provided with a Certificate of Approval to communicate successful audit results to their customers and will receive logos to use for marketing purposes, all of which demonstrate to customers that a participating lab has facilities and equipment capable of conducting testing per HI 40.6, employs a quality management program and competent personnel using prescribed testing procedures.

To promote the use of energy efficient pumps and extended products, the Hydraulic Institute is working with electric power utilities and energy efficiency organizations to enable deemed incentives for pumps and extended pump products based on an industry approved energy label.  Pumps regulated by the DOE that are tested in an HI approved lab will be eligible to participate in the anticipated HI Efficiency Labeling Program when finalized by HI and its partners.

      Benefits of HI's PTLAP:
      1. Positions pump OEMs to take the next step in the anticipated HI Premium Efficiency Labeling Program as soon as it is launched
      2. Supports pump OEMs in preparing for the DOE pump efficiency rulemaking through third-party assurance that pumps sold into the market are tested properly according to HI 40.6
      3. Demonstrates that participating companies are taking the initiative to engage a third-party organization to audit their test labs to Hydraulic Institute established guidelines
      4. Drives sales of premium efficient pumps and extended products, with the support of future utility rebate/incentive programs in the United States
      5. Raises the image of the industry, and the veracity of pump efficiency ratings, and will serve to provide a competitive advantage to choose companies whose labs meet criteria of the HI 40.7 program guide and the HI 40.6 standard
